Starting in 1955, we knew there had to be a better way for children in our community to access dental care. That’s why we pioneered a new industry of dental benefits for families in Oregon. Our leadership team

Robert Gootee

Chief Executive Officer

Robert is widely recognized as a thought leader and civic influencer in business ethics, environmental sustainability, and more equitable corporate cultures. Born and raised in Texas, he earned an undergraduate degree and then an MBA from Texas A&M University before launching his career as a certified public accountant. Robert held several financial management positions in the high-tech, environmental, healthcare and insurance industries before joining Moda (then known as ODS) as Vice President of Finance in 1988. Since being appointed President and CEO in 1998, he has led the company through dramatic growth and diversification to annual revenues of almost $3 billion. In 2013, Robert signed a visionary community investment agreement with the Portland Trail Blazers. In recognition of Moda’s commitment to that partnership, the basketball team renamed its arena, a central city landmark, the Moda Center.

Steve Wynne

Executive Vice President

As executive vice president at Moda, Steve has extensive experience in business acquisition, product innovation, brand management and consumer engagement to help lead the company into new lines of business and new markets. He has served as CEO of Adidas America, where he helped reinvigorate the brand and forged a series of highly successful strategic partnerships with the NFL, NBA and MLB. A leading figure in Oregon’s entrepreneurial circles, Steve serves on the boards of JELD-WEN, Flir Systems and Willamette University.

William Johnson, M.D., MBA.

President

A lifelong healer and a dedicated environmentalist, William believes in the power of nature to nurture. He grew up in Los Angeles, attended undergraduate and medical school at USC, and served esophageal surgery and cardiovascular surgery fellowships at USC and Harvard, respectively. He received his MBA (Phi Kappa Phi) from the University of Tennessee, became an affiliate professor of surgery at OHSU was president of a private surgical practice in Portland for 12 years. He joined Moda in 2008 and leads the company’s innovation and expansion efforts. William recognizes the importance of capturing, understanding and distilling data to help people live healthier lives. He is a trustee of The Nature Conservancy in Oregon, chairs the Oregon Health Leadership Council, serves on the Oregon Business Council’s Healthcare Roundtable, is a member of The American Association for Physician Leadership, and has authored four books and 20 peer-reviewed articles.

Chandra Wahrgren

Senior Vice President

As a senior vice president at Moda, Chandra leads the organization’s pharmacy enterprise, innovation and client strategies. She has been instrumental in facilitating collaborative partnerships and building programs to inspire better care and healthier communities. In 2013, she pursued opportunities to elevate the practice of specialty pharmacy services for Moda members through the creation of Ardon Health Specialty Pharmacy. As Ardon’s founding president, Chandra provided the leadership and strategic direction to successfully propel the award-winning specialty pharmacy company forward. In 2017, she was recognized as one of Portland’s “Women of Influence” for her remarkable track record of healthcare innovation and meaningful community involvement. Through board involvement and charitable giving, she has focused on promoting women in leadership and addressing the disparities in K-12 education. Chandra earned her Bachelor of Science degree in public health from Oregon State University, with an emphasis on health promotion and education. She has a Master of Business Administration degree in leadership management from George Fox University.

Dave Evans

Senior Vice President

Dave brings an expansive knowledge of financial planning and budget management to his role overseeing Moda’s Financial and Treasury departments, as well as a wide range of enterprise operations including Claims, Customer Service, Membership Accounting and all Facilities planning. An active certified public accountant, Dave engages with a number of community organizations, currently serving on the boards of Lifeworks Northwest and Sport Oregon. Prior to joining Moda, he was an audit manager at PricewaterhouseCoopers where he focused on financial services, including insurance and real estate. Dave earned his bachelor’s degree at Oregon State University.

Kraig Anderson

Senior Vice President

A 20-year veteran at Moda, Kraig leads the company’s Underwriting, Actuarial, Analytics and Data Science departments as well as its Medical Provider Relations and Product Development teams.  Deeply versed in the intricacies of the ways in which healthcare is provided and paid for, Kraig helps to spur a wide range of key company initiatives including advocating for healthcare reform, fine-tuning state exchanges, driving geographic expansion and expanding value-based payment arrangements. A quiet leader and committed mentor, Kraig, who graduated in mathematics and economics from Claremont McKenna College, has developed a strong team to help Moda members and business partners address the most complex healthcare issues.

Margaret Thornburg

Margaret Thornburg

Senior Vice President

A veteran healthcare leader and acclaimed mentor, Margaret leads Moda’s signature Claims & Customer Service departments. This position gives Margaret a key role in crafting the customer experience for the more than 400,000 members enrolled in Moda’s medical plans, the more than 700,000 members in its stand-alone pharmacy segment, and the more than 1 million members in its affiliated companies, Delta Dental of Oregon and Delta Dental of Alaska. Margaret holds a Bachelor of Business Administration degree from the University of Oregon.

Robin Richardson

Senior Vice President

As senior vice president at Moda, Robin leads the organization’s Medicare, Medicaid and Pharmacy departments, the Eastern Oregon Coordinated Care Organization (EOCCO) and all Systems of Care initiatives. He is also the key relationship manager for major state accounts, including OEBB, PERS and OPDP/WPDP. Among his many innovations at Moda, Robin established the NW Prescription Drug Consortium, pooling prescription drug purchasing and lowering costs, especially for the uninsured and underinsured, throughout Oregon and Washington. More than a million Consortium members now benefit from his vision for this healthcare market. Robin recently completed a landmark term as national chairman of the American Diabetes Association, capping his 17 years of service to the organization that fights for those affected by the disease. A proud pharmacy graduate of Oregon State University, Robin is also a citizen of the Cherokee Nation.

Scott Loftin

Senior Vice President

A senior vice president at Moda since 2016, Scott currently oversees all Group & Individual Sales efforts for health coverage products in Oregon, Alaska, Washington and Texas. He also is responsible for managing Moda’s Marketing initiatives and its third-party administration sales and account service through BenefitHelp Solutions. Since joining Moda (then ODS) in 1992, Scott has held several management positions including vice president of Sales from 2010 to 2016 where he oversaw the organization’s entire large group service. As regional manager of the Pharmacy area from 2007-2009, he was responsible for selling Moda’s carve-out prescription drug programs across the states of Oregon and Washington. Scott earned his Bachelor of Science degree in Mathematics from Oregon State University and has an MBA from George Fox University.

Thomas Bikales, J.D., Ph.D.

Senior Vice President

In addition to leading Moda’s Legal, Regulatory and Compliance departments, Tom also is responsible for overseeing Human Resources and the company’s initiatives in Diversity, Equity and Inclusion. He also serves as the corporate secretary for the entire Moda family of companies. Tom earned his bachelor’s degree from Harvard College, a master’s degree from the University of Chicago, and a Ph.D. from New York University, all in the field of Cultural Anthropology. He received his J.D. from Yale Law School. Before joining Moda (then ODS) in 2004, he practiced law at Ropes & Gray in Boston, where he focused on business transactions, regulatory issues, and the representation of clients from a variety of industries in their general corporate matters.
